Argentina Will Stick to IMF Targets to Reduce Budget Deficit
Economy Minister Sergio Massa says he aims to restore fiscal stability and increase exports amid surging inflation

Argentina will stick to a deal with the International Monetary Fund to gradually reduce the country’s budget deficit amid a surge in inflation, the country’s top economic official said Monday.

Economy Minister Sergio Massa met with IMF Managing Director Kristalina Georgieva in Washington, D.C., and they said the IMF’s program with Argentina would remain unchanged. Ms. Georgieva said she welcomed Mr. Massa’s “strong commitment and drive to achieve the goals of the program.”

Mr. Massa, a leading member of Argentina’s ruling Peronist coalition who took over as minister in July in the midst of an economic crisis, said in a recent interview that he is focused on fiscal stability, increasing central bank reserves and boosting exports. “We know we have an enormous challenge of recovering investor and market confidence in Argentina,” Mr. Massa said.

Argentina reached a deal with the IMF earlier this year to refinance a $44 billion bailout to avert a debt default and currency meltdown. The country initially took on the bailout during the previous administration of center-right President Mauricio Macri.

Under current President Alberto Fernández, Argentina agreed to reduce the fiscal deficit and trim energy subsidies in exchange for pushing back the debt payments to the IMF.

Argentina also agreed to reduce central bank financing of the treasury, a major driver of inflation, which some private economists in Buenos Aires expect will hit 100% by year-end. In July, the annual inflation rate was over 70%.

The IMF and Argentina reached the deal as global food and energy prices surged, in large part because of the war in Ukraine, making it more expensive for Argentina to import energy during its winter months.

Mr. Massa, a former presidential candidate, has been in the U.S. over the past week meeting with officials in the Biden administration, business executives and other multilateral lenders.

The Inter-American Development Bank said last week that it agreed to increase its lending to Argentina by an additional $400 million, citing Argentina’s compliance with the IMF deal.

Asian equities extended the global rally in risk assets amid speculation Tuesday’s US consumer price data will support bets that inflation there is near peaking.  Stocks rose in Japan, Australia and South Korea while US futures edged higher. The S&P 500 completed its best four-day surge since June on Monday following robust pre-order data for Apple Inc.’s iPhone 14 Pro Max. Chinese futures signaled gains for Tuesday’s open as Hong Kong and mainland bourses reopen following holidays. The Bloomberg Dollar Spot index declined a third day, the longest losing streak in more than a month, as investors weigh positive signs in the economy against hawkish rhetoric from Federal Reserve policy makers. Treasury yields inched lower Tuesday after the curve steepened during the US session.  The inflation report is expected to show headline CPI cooled in August to an 8% a year pace while the core measure that excludes food and energy is seen accelerating. Traders almost fully expect another jumbo-sized hike next week, following two 75-basis-point increases, taking their cue from officials supporting that view.  US bond-market indicators suggest that investors are gaining confidence that this year’s spike in inflationary pressures will be brought under control. New Cancer Drug Beats Chemotherapy in Study
Amgen’s Lumakras targets a mutation called KRAS that is common among many cancers

New data from the first of a new type of cancer drug suggest its benefits and limitations, while leaving room for other candidates seeking to enter the lucrative market.

Amgen Inc.’s lung-cancer pill Lumakras beat out a common chemotherapy in a late-stage study, helping patients survive without their tumors getting worse, though it failed to prove that it reduced overall deaths, the company said.

Lumakras is the first approved drug in an emerging class of treatments that target a genetic mutation called KRAS that is among the most common found in cancers. Researchers struggled for years to design drugs capable of attacking the mutation, which earned a reputation as “undruggable.”

The Food and Drug Administration conditionally approved Lumakras last year based on encouraging early-stage study data but required Amgen to conduct a confirmatory study, which the company reported Sunday.

The data have been widely anticipated by investors and pharmaceutical industry rivals, including Mirati Therapeutics Inc. and Roche Holding AG , that are also developing KRAS-targeted drugs.

Analysts project that Amgen’s Lumakras will reach $346.75 million in sales this year and more than $1 billion in 2024. Among the reasons the new drug may prove more attractive than chemotherapy to some patients is the fewer side effects found to be associated with use. Lumakras is more expensive, however.

In the study of 345 previously treated lung-cancer patients, patients taking Lumakras went 5.6 months without their cancers getting worse, compared with 4.5 months for patients taking the chemotherapy docetaxel, according to a presentation on Monday at the European Society for Medical Oncology Congress in Paris. The findings were presented by Melissa Johnson, a study researcher at the Sarah Cannon Research Institute at Tennessee Oncology.

In all, 25% of patients who received Lumakras lived for at least one year without their cancers getting worse, compared with 10% of patients who received docetaxel, Amgen said.

The advantage of Lumakras over chemotherapy means that the drug succeeded in meeting the study’s primary goal and should be sufficient for the FDA to grant the drug full approval, said Brian Skorney, a biotechnology analyst at Robert W. Baird.

However, Amgen’s study failed to show that Lumakras helped patients live longer overall.

In fact, patients taking Lumakras had a higher death rate numerically at 63.7% compared with 54% of patients receiving chemotherapy, but the difference wasn’t statistically significant, which means that it could be due to chance. Lumakras patients survived a median 10.6 months, compared with 11.3 months for chemotherapy patients.

The drug’s failure to improve overall survival rates could give pause to some health insurers and oncologists about using the more expensive Lumakras, Mr. Skorney said.

“Payers could say, ‘Why should we pay hundreds of thousands of dollars more for a drug that does not provide a survival benefit?’ ” he said.

In Amgen’s favor is that its drug clearly slowed disease progression better than docetaxel, the current standard of care for previously treated patients, and with fewer side effects. Among Lumakras patients, 11% experienced serious treatment-related side effects, less than half of the 23% rate among patients taking docetaxel, which is known to be highly toxic in some patients.

Amgen said its study wasn’t statistically designed to measure an overall survival benefit. The study also allowed patients receiving docetaxel to start taking Lumakras after their tumors began getting worse, which could also make it difficult to assess a survival benefit.

Amgen launched Lumakras last year at a list price of $17,900 a month; docetaxel’s monthly cost is $1,700, according to a presentation by Natasha Leighl, an oncologist at Princess Margaret Cancer Centre in Canada who has also given paid medical education talks on behalf of pharmaceutical companies including Amgen.

Dr. Leighl said Amgen’s study suggests that Lumakras should replace docetaxel in patients who have tried at least one prior therapy, noting its lower rate of side effects and ease of use compared with chemotherapy, which requires an intravenous infusion.

Some analysts said that Amgen’s data leave a door open for competitors to take market share from Lumakras if their own drugs are approved. The closest to market is Mirati’s, which is awaiting a decision from the FDA on whether to grant a conditional approval to its KRAS-drug adagrasib. The FDA’s deadline for making a decision is Dec. 14.

Amgen shares fell 4.1% on Monday. Mirati shares rose 2.2%.

In addition to the Lumakras data, analysts said that Amgen shares were hurt by the approval late Friday of Bristol-Myers Squibb Co.’s psoriasis treatment Sotyktu, which is expected to compete with Amgen’s blockbuster Otezla.

Fund boss claims crypto mogul’s backing means ‘people don’t think you’re going out of business’

The fund manager Anthony Scaramucci agreed to sell a large stake in his SkyBridge Capital business to the cryptocurrency billionaire Sam Bankman-Fried to prove it had a long-term future, he said, after suffering investment losses linked to the plunging price of digital assets.

SkyBridge announced on Friday that Bankman-Fried’s FTX Ventures will acquire a 30 per cent stake in the group. As part of the agreement, SkyBridge will spend $40mn to buy cryptocurrencies.

The investment ties together two high-profile figures in markets. Scaramucci briefly served as a White House communications director under former president Donald Trump and hosts the Salt financial conference, which gathered this week in New York.

Bankman-Fried runs FTX, one of the world’s largest crypto exchanges, and has recently deployed his fortune as a saviour of struggling businesses in the crypto sector.

Scaramucci did not disclose the dollar value of FTX Ventures’ deal with SkyBridge, but he said it provided a three-year option to acquire 85 per cent of his fund group.

“If you have $50mn in liquid assets on your balance sheet, people don’t think you’re going out of business,” Scaramucci told reporters at his conference on Monday. “It was very important to me to say that SkyBridge is set up for the next 20 or 30 years.”

Scaramucci said that the FTX deal was a product of poor performance in a poor market. SkyBridge, which has $2.8bn in assets under management, is down 25 per cent this year, he said.

“Bear markets suck,” he added. “If I was doing super-well right now — our performance is mediocre, lacklustre — who knows if we would be doing the transaction.”

Scaramucci said the transaction was decided over a two-hour lunch at a hotel in the Bahamas, where Bankman-Fried is based. Scaramucci was with his family on a Disney cruise that had docked in the islands.

He said he proposed lunch to discuss the possibility of a partnership, as well as to avoid going to a water park with his children. He was initially looking to sell just 15 per cent of his fund group.

SkyBridge has historically invested in hedge funds, but Scaramucci pivoted to cryptocurrencies as he became a public proponent of digital assets. Sixteen per cent of the fund was in crypto before the 2022 sell-off, he said, a figure that has dropped to 8 per cent as the value of digital tokens has fallen.

Scaramucci said the $40mn in crypto purchased with the FTX investment was now worth about $50mn, and believed SkyBridge bought at close to the bottom of the market.

“We didn’t need Sam’s money . . . to run the business,” he said. “We aren’t using the proceeds for anything other than balance sheet commitment.”

He said the deal with the crypto entrepreneur has a three- to five-year horizon and if Bankman-Fried exercised the full SkyBridge stake, Scaramucci would hold the remaining 15 per cent.

Holding up a newspaper illustration of him on a sinking ship laden with cryptocurrencies, Scaramucci said he wasn’t concerned about those who doubted the future of his firm. “I don’t care . . . I framed it and put it in my office.”

The stock market had another strong showing today due to carryover upside momentum to build on recent gains. The major indices saw choppy action, but held onto decent gains for the entirety of today's session. There's a bit of trepidation in play ahead of the much-anticipated August CPI release tomorrow at 8:30 a.m. ET. Buying efforts were also supported by a weakening dollar.

The US Dollar Index was down 0.6% to 108.35 as the EUR/USD rose 0.7% to 1.0116. 

Apple's (AAPL 163.43, +6.06, +3.9%) big upside move today was another support factor for the broader market after JP Morgan suggested the company is seeing strong demand for its new iPhone following last week's product announcements. The stock broke above its 200-day moving average on higher than average volume.

Mega caps had a slight performance edge over their peers as the Vanguard Mega Cap Growth ETF (MGK) (+1.4%) outpaced the broader market, but the general positive disposition left many stocks higher. The Invesco S&P 500 Equal Weight ETF (RSP) (+0.9%) and the S&P 500 (+1.1%) both closed with sizable gains. 

Market breadth reflected the broad nature of today's rally. Advancers led decliners by a greater than 3-to-1 margin at the NYSE and a 3-to-2 margin at the Nasdaq.

All 11 S&P 500 sectors closed in the green with gains ranging from 0.4% (consumer staples) to 1.8% (energy). 

Energy was boosted by rising energy complex prices. WTI crude oil futures rose 1.7% to $87.84/bbl and natural gas futures rose 3.5% to $8.31/mmbtu.

Semiconductors underperformed the market today following reports that the White House is expected to tighten restrictions on chip exports to China. The PHLX Semiconductor Index was up 0.3%. 

Today's $32 billion 10-yr note auction was met with relatively weak demand. The high yield of 3.33% tailed the when-issued yield of 3.303%. Following the auction, selling pressure picked up in the Treasury market. The 10-yr note yield, which sat at 3.27% before today's open, settled the session at 3.36%. Despite the pickup in yield, stocks held their ground, tracking sideways, but holding the bulk of today's gains, after the auction.

The 2-yr note yield settled down one basis point to 3.56%. 

There was no U.S. economic data of note, but a series of investment conferences started today involving the technology, health care, and financials sectors. 

Looking ahead to Tuesday, market participants will receive the anticipated August CPI ( consensus -0.1%; prior 0.0%) and core CPI (consensus +0.3%; prior +0.3%) at 8:30 a.m. ET. Other economic data includes the August NFIB Small Business Optimism (prior 89.9) at 6:00 a.m. ET and the August Treasury Budget (prior -$211.1 billion) at 2:00 p.m. ET.
