Fiscal watchdog warns of ‘risky’ era as UK grapples with multiple shocks
Events have pushed government borrowing to highest level since mid-1940s, says Office for Budget Responsibility
The Office for Budget Responsibility warned that the 2020s are “a very risky” era for public finances as multiple shocks have left the country in a “vulnerable position” to tackle an ageing society, a warming planet and rising political tensions.
In a report on Thursday, the UK’s fiscal watchdog said the rapid succession of shocks “has delivered the deepest recession in three centuries, the sharpest rise in energy prices since the 1970s and the steepest sustained rise in borrowing costs since the 1990s”.
These events have pushed government borrowing to its highest level since the mid-1940s, the stock of government debt to its highest level since the early 1960s and the cost of servicing that debt to its highest since the late 1980s.
The government faces, among other challenges, a £23bn increase in state pension spending by 2027-28 compared with the start of the decade, the OBR said.
Barratt hit by plunging demand for new homes

Barratt Developments said demand for new homes dropped by almost a third in the past year, sending shares in the UK’s biggest housebuilder down 5 per cent as the homebuying slowdown added to pressure on the property sector.
Net reservations for new homes dropped 32 per cent in the year to June 30, the group said. Barratt reported a “significant deterioration” in demand and said reservations had slowed in recent months, when mortgage rates soared following successive interest rate rises by the Bank of England.
More than half the decline was the result of a 49 per cent fall in demand from first-time buyers as they face higher borrowing costs and the winding down of the government’s Help to Buy scheme.
Chief executive David Thomas said the trading backdrop had become “more challenging” in recent months because of cost of living pressures, while the past financial year had been plagued by “economic and political uncertainty”.
UK mortgage rates have soared as the BoE rapidly reverses ultra-low interest rates in place for more than a decade, with its latest move a surprise half-point rise in its benchmark rate to 5 per cent in late June in an effort to bring down stubbornly high inflation.
The housebuilder said it had completed 17,206 homes in 2023, a 4 per cent decrease on the previous year. An uptick in home completions in spring last year was offset by falling demand for new homes in the wake of former prime minister Liz Truss’s mini-Budget in September, which sent mortgage rates soaring.
The housebuilding sector has come under renewed pressure in recent months as borrowing costs rise, with the average cost of a two-year fixed rate mortgage now higher than after the mini-Budget.
Home completions fell 13 per cent in the second half of the fiscal year, said Barratt, while reservations for new homes slowed by “more than normal seasonal trends” from mid-May to the end of June.
The FTSE 100 company said it expected to build between 13,250 and 14,250 homes in the next financial year.
Barratt also said it anticipated inflation linked to building costs to halve in the next financial year, from roughly 10 per cent in the year to June 30 to 5 per cent in the next period, thanks largely to declining energy and raw material costs.
Its shares slid 5 per cent in early trading on Thursday, dragging down other UK housebuilders including Persimmon, Taylor Wimpey, Vistry Group and Bellway, which all fell between 2 per cent and 4 per cent.
The group said it expected its pre-tax profits for the full year to remain in line with market expectations.
LVMH a racheté l'immeuble de Louis Vuitton à un prix record
Glitz.paris révèle dans quelles circonstances, et à quel prix, LVMH a racheté l'immeuble qui abrite le magasin amiral de Louis Vuitton, à l'angle de l'avenue des Champs-Elysées et de l'avenue George V.
L'opération n'a pas encore été officialisée, y compris au sein de LVMH, où seuls quelques dirigeants ont été informés. Le 20 juin, Jean-Jacques Guiony, inamovible directeur d'Ufipar, l'une des holdings financières du géant du luxe, et les dirigeants de la foncière Gecina se sont retrouvés dans une salle de réunion au sommet d'un immeuble de la rue de la Baume, au cœur du 8e arrondissement de Paris. Sous la houlette du notaire Olivier Trichet, ils ont signé l'acte de vente du 101, avenue des Champs-Elysées, que les deux parties négociaient depuis plus d'un an.
Le prix ? Pour cet immeuble de 10 000 m2 répartis sur six étages, Ufipar a payé 750 millions d'euros, soit 75 000 € le m2. Louis Vuitton, qui s'y est installé en 2003, disposait d'un bail de quinze ans qui s'est arrêté en 2018 et a été, depuis, tacitement reconduit. Chaque mois, le malletier payait 1,035 million d'euros de loyer, ce qui représente 186,3 millions d'euros sur quinze ans. Depuis plusieurs années, le groupe avait décidé d'acheter ces locaux, devenus étroitement identifiés à la marque. Il souhaitait de plus y réaliser d'importants travaux d'aménagement. Gecina, qui a hypothéqué le bâtiment pour 164 millions d'euros auprès de la HSH Nordbank en 2008, avait donné son accord de principe.
Parasitages successoraux
Mais un grain de sable inattendu s'est glissé dans les projets du géant du luxe. En 2014, comme l'a raconté notre publication sœur La Lettre A (édition du 24/05/23), Lina Renault, une ancienne maraîchère, et son frère Pierre Renault, ont intenté plusieurs recours devant le tribunal de grande instance et le tribunal de commerce pour faire valoir des droits sur l'immeuble, ainsi que sur celui d'en face, au 97-99 de l'avenue des Champs-Elysées, occupé par le Fouquet's.
Conseillée un temps par l'avocat Gilbert Collard, devenu député européen du Rassemblement national (RN), Lina Renault se considère comme l'héritière de la propriétaire initiale des terrains sur lesquels ont été construits les deux bâtiments : la comtesse Octavie de Coëtlogon, décédée en 1865. Mais, quoiqu'elle soit parvenue à faire reconnaître ses droits sur les périmètres, Lina Renault n'a jamais été jugée propriétaire des immeubles qui s'y trouvent. Son dernier recours sur le 101, avenue des Champs-Elysées a été rejeté par la Cour de cassation le 25 mai. Dès le lendemain, le notaire de Gecina a finalisé l'acte de vente à LVMH, signé un mois plus tard.
Achats en série
L'acquisition du 101, avenue des Champs-Elysées est la seconde opération d'envergure de LVMH effectuée dans le triangle d'or depuis un an. L'été dernier (Glitz du 29/09/22), LVMH a acquis 100 % du capital de Mongoual, la société propriétaire de l'immeuble qui abrite le siège du groupe au 22, avenue Montaigne (Paris 8e). Elle tire son nom des trois voies mitoyennes : Montaigne, Jean-Goujon et Albert-Ier. Montaigne Jean Goujon, l'une des trois holdings qui portent les titres de LVMH dans Mongoual, a augmenté ses parts en absorbant deux autres actionnaires de la société civile immobilière. Il s'agit de Daves rue de la Paix et de Daves Place des Etats-Unis, deux structures qui appartenaient à la famille du magnat de l'immobilier de luxe Claude Dray.
Outre Montaigne Jean Goujon, qui détient désormais la majorité du capital du 22, avenue Montaigne et est présidé par la responsable de LVMH services, Mylène Sitbon, le géant du luxe est actionnaire de son siège via deux autres structures : Montaigne 1 BV, dirigée par son ex-directeur juridique Bernard Kuhn, et Ufipar, autrement dit la holding qui vient de racheter l'immeuble de Louis Vuitton sur les Champs-Elysées.
