Les services allemands ont espionné pour le compte des Etats-Unis
Les services secrets allemands ont, ces dernières années, espionné, pour le compte des Etats-Unis, des entreprises européennes – dont EADS –, mais aussi des responsables politiques et des hauts fonctionnaires européens, notamment français. L’information, révélée par le Spiegel Online, jeudi 23 avril, aurait été confirmée par de très proches collaborateurs de la chancelière Angela Merkel, notamment son bras droit, Peter Altmaier, devant quelques députés, en fin de journée.
Le porte-parole d’Angela Merkel a publié un communiqué indiquant que « la chancellerie a identifié des faiblesses techniques et d’organisation au sein du BND [les services de renseignement extérieur] » et qu’elle « a ordonné que cela soit corrigé sans retard ». La suite du communiqué est aussi elliptique : « Il n’y a toujours aucune preuve d’une surveillance de masse des citoyens allemands et européens », ce qui laisse entendre qu’il y a bien eu des écoutes ciblées.
Après les attentats du 11-Septembre, les services de renseignement allemands ont renforcé leur coopération avec leurs homologues américains. Mais il est de plus en plus évident que cette coopération ne s’est pas limitée pas à la lutte contre le terrorisme. Selon l’hebdomadaire Der Spiegel, les Américains ont utilisé le BND comme un sous-traitant. Ils lui donnaient les adresses IP et les numéros de téléphone à espionner. En principe, les services allemands devaient vérifier que les demandes des Américains étaient pertinentes, et les responsables politiques étaient informés.
Signe de la défiance qui s’est installée entre le BND et les députés chargés de contrôler son activité : lorsqu’ils ont appris l’information du Spiegel Online, les membres de la commission parlementaire qui enquête sur les écoutes de la NSA américaine ont immédiatement mis fin à l’audition du président du BND, Gerhard Schindler, qu’ils étaient justement en train d’interroger et ont demandé que la chancellerie envoie un collaborateur d’Angela Merkel.
Considérant que « le BND était, des années durant, une sorte de succursale des services secrets américains », Bernd Riexinger, un dirigeant de Die Linke (gauche radicale), le principal parti d’opposition, a demandé que la justice ouvre une enquête pour « trahison » à l’encontre des services secrets. Les autres partis ont refusé, mais cette affaire risque de renforcer la défiance des Allemands envers Washington.
