(Le Monde) Gemalto, du Capitole à la roche tarpéienne


Confronté à la faiblesse de ses marchés, le spécialiste de la carte à puce réduit les coûts et se
cherche un avenir.

En 2013, Gemalto entra dans le prestigieux club du CAC 40. Un couronnement pour le fabricant de
carte à puces né en 2006 du rapprochement d’Axalto et de Gemplus. Sécurité, plates-formes
logicielles, paiement mobile, Olivier Piou, l’artisan de la fusion avait fait feu de tout bois pour porter
le joyau technologique français sur des fonts baptismaux. Las, quatre ans plus tard, la potion est
amère. Le spécialiste des cartes SIM est sorti de l’indice phare de la Bourse de Paris en 2015, et a
enchaîné au cours de l’année écoulée quatre avertissements sur ses résultats. Son directeur
général, M. Piou, a soudainement rendu son tablier en 2016 (/economie/article/2016/04/06/gemalto-le-pdg-dufabricant-
francais-de-cartes-a-puce-s-efface_4896816_3234.html) pour devenir simple administrateur de la société.
Que s’est-il passé ? Son successeur, Philippe Vallée devait rencontrer Mounir Mahjoubi mardi
31 octobre. Au menu des discussions : l’identité numérique, l’un des chevaux de bataille de
Gemalto, qui fait aussi partie de la feuille de route du secrétaire d’Etat au numérique. Pourtant, dans
les couloirs de la société, il se murmure qu’une reprise de la société pourrait être évoquée dans le
bureau de M. Mahjoubi. Jusque-là, rien n’est venu étayer cette rumeur et de bonne source, la BPI,
qui possède 8 % du capital, espère être là sur le long terme.
Depuis que Gemalto ne tient plus ses promesses, les rumeurs vont bon train sur son avenir. Le
27 octobre, le fabricant d’électronique a réussi à calmer les inquiétudes. La société, qui a publié un
chiffre d’affaires stable à 751 millions d’euros au titre de son troisième trimestre, a maintenu ses
perspectives pour 2017, évitant un nouveau « profit warning ». Sur l’ensemble de l’exercice, la
société prévoit un bénéfice compris entre 293 et 323 millions d’euros.
Si Gemalto reste rentable, elle se situe loin des ambitions originelles de M. Piou, qui prédisait un
bénéfice de 660 millions d’euros cette année. Objectif qu’il s’est acharné à maintenir jusqu’à son
départ le 1er septembre 2016.

Premier problème, le retournement du marché des cartes SIM, ces cartes à puces insérées dans les
mobiles, et amenées à être remplacées par des e-Sim intégrées dans les appareils. « La vitesse de
décroissance du marché de la carte SIM a été plus rapide que prévue. C’est un marché qui va
disparaître à très long terme », admet M. Vallée. Au troisième trimestre, les ventes de cette activité
ont dégringolé de 12 %. L’ancien coeur d’activité de Gemalto ne pèse plus que 17 % du chiffre
d’affaires de la société. « En 2015, Olivier Piou disait que la carte SIM finirait par disparaître, mais
qu’il faudrait dix ans. Cela mettra moins de temps que ça », affirme Richard- Maxime Beaudoux,
analyste chez Bryan Garnier.
L’enjeu maintenant, réussir à prendre le prochain train de l’innovation. Car, si le principe de la SIM
continue d’exister, les fabricants de semi-conducteurs comme le groupe néerlandais NXP sont aussi
candidats pour équiper les nouveaux smartphones. « Une fois que la carte sera soudée dans le
téléphone voire dématérialisée, le groupe devra se concentrer sur les services [chargement de
données etc.] », indique l’analyste chez Bryan Garnier. Cette activité sera-t-elle toujours aussi
rentable pour Gemalto ? « Gemalto continuera d’intervenir auprès des opérateurs avec des
solutions de connectivité des objets », explique M. Vallée.
Second problème, les cartes bancaires à puces aux Etats-Unis. En retard, les Américains se sont
massivement équipés entre la mi-2014 et la mi-2016, avant de mettre un coup de frein à ces achats
massifs, le temps d’écouler les stocks. Résultat, pour Gemalto, l’activité paiement aux Etats-Unis a
reculé de 25 % au dernier trimestre. « Aux Etats Unis, à partir du moment où les stocks seront
résorbés, nous rentrerons dans un rythme de croisière », veut croire M. Vallée.
Pour compenser, la société s’est diversifiée dans les documents d’identité, la sécurité des
entreprises ou l’Internet des objets, mais ces nouveaux terrains de jeu ne parviennent pas à
compenser les vaches à lait du groupe. De tels problèmes auraient-ils pu être anticipés ? En
présentant son plan à 2017, M. Piou s’était montré très optimiste. « On ne croyait pas à ce plan.
Personne ne voyait comment il était possible de doubler le résultat opérationnel en trois ans »,
témoigne Anthony Vella, de la CFE-CGC.
Les syndicats craignent des coupes en France
Officiellement, si l’ancien directeur général a pris du champ, c’est pour laisser le temps à son
successeur d’élaborer le plan stratégique qui devait être présenté à l’automne. Las, M. Vallée a
reporté cette échéance au 13 mars 2018. En réalité, beaucoup soupçonnent l’ancien directeur
général d’avoir laissé la main pour ne pas porter le chapeau d’une dégringolade.
En attendant, un plan d’économie de 50 millions d’euros a été annoncé, sur lequel 15 millions
d’euros ont déjà été réalisés. Le groupe a procédé à plusieurs coupes chirurgicales, fermant un site
à Shanghaï de 160 personnes, un à Jacksonville aux Etats-Unis de 200 personnes, menant un plan
social sur 39 postes dans sa filiale Netsize en France. Reste 35 millions d’euros à trouver.
Les syndicats craignent maintenant des coupes en France, où Gemalto compte 2 800 salariés.
« Dans le Nord, le site de Pont-Audemer [Eure] est en danger depuis plusieurs années. Celui de
Tours [Indre-et-Loire] subit [aussi] des pressions », révèle un rapport d’expertise commandé par les
élus. « Un scénario plausible pourrait être le rapprochement de Tours et de Pont-Audemer, voire leur
disparition, ainsi que des coupes au siège social de Meudon [Hauts-de-Seine] », poursuivent les
experts. Gemalto conserve des doublons issus de la fusion des activités d’Axalto et de Gemplus,
alors qu’il possède aussi à l’étranger des sites identiques à ceux de la France. Le groupe
délocalisera-t-il ? Interrogé sur d’éventuelles économies dans l’Hexagone, M. Vallée répond
« qu’aucune décision n’est prise ». A ce stade.

TOKYO, Oct. 31 (Yonhap) -- A tunnel under construction at North Korea's nuclear test site collapsed and as many as 200 workers could have been killed, a Japanese news report said Tuesday.

About 100 people were trapped inside when the unfinished tunnel at the North's Punggye-ri nuclear test site collapsed, and an additional 100 people could have been killed while trying to rescue those trapped as a second collapse occurred, Japan's TV Asahi reported.

The report didn't provide further details, such as when the accident happened.

Experts have warned that the North's nuclear test site must have become fatigued and unstable from six nuclear tests, including last month's latest and most powerful one, that a collapse could happen at any time.

On Monday, the chief of South Korea's weather agency Korea Meteorological Administration, Nam Jae-cheol, said during a parliamentary meeting that another nuclear blast could trigger a collapse of the North's mountainous test site and a leak of radioactive materials.
