House of Lords select committee publishes report on "The Invoking of Article 50": says the Executive should not act without consulting Parliament (update)
"... we consider that there is a strong argument that enacting the result of a referendum of this magnitude should require at least the same level of parliamentary involvement as a decision to authorise a military deployment...It would be constitutionally inappropriate, not to mention setting a disturbing precedent, for the Executive to act on an advisory referendum without explicit parliamentary approval particularly one with such significant long-term consequences. The Government should not trigger Article 50 without consultingParliament."
